The SystemAuthoritys' Authority.getAuthority() String representation format:

 SystemPrivilege privilege-value

 Where:
 privilege-value = MANAGE_ROLES | MANAGE_USERS

 The privileges represent the following system operations:
 MANAGE_ROLES - managing of roles
 MANAGE_USERS - managing of users
